Atty. Jo Kristine Gerona Celera, or Kaye to her friends, is an experienced lawyer with a demonstrated history as an elected local government official and national government accredited leagues, she served as the Vice-Governor of the Province of Masbate from 2015 to 2019 and then concurrently served as National President of the Lady Local Legislators’ League of the Philippines from 2017 to 2019. She then sat in the national executive board of the Union of Local Authorities of the Philippines as Asst. Secretary General. A graduate of Bachelor of Science in Tourism at the University of the Philippines in 2003, she pursued & finished her Juris Doctor degree at the Ateneo de Manila University School of Law & passed the bar of the same year- 2010. She believes in further studies and thus took various Executive Education programs, such as from the Asian Institute of Management where she completed a course on Designing Sustainable Tourism and Strategic Legislative Management for Vice-Governors in 2015; the Harvard University Kennedy School of Government, where she took up a program for Senior Executives in State and Local Government in 2015; the Erasmus University in Rotterdam, where she completed a course in City, Urban, Community and Regional Planning course in 2017; a US State Department scholar to the YSEALI Professional Fellows program in 2017; and the University of Florida-Warrington College of Business, where she pursued a Public Utility Research Center/World Bank International Training Program on Utility Regulation and Strategy in 2020; among many others.
She is currently the Head of the Enterprise Regulatory and Stakeholder Engagement Group of Manila Water.
In all of it, being a mother to 5 children is still her life’s best achievement.
